A few weeks before the November 2004 elections I heard an interview with Jimmy Carter on public radio. He said that if his Carter Center were asked to monitor the U.S. presidential elections, he would have to refuse, because the United States election system does not meet the Carter Center's basic criteria for a free and fair election. And we're off lecturing others about democracy.
